What if, the Tali turns over Bin Laden ?

What if they act or permit any terrorist bases to be destroyed ?

Do we still destroy the tali ? Then we get the rebels, the opium and an even more repressive regime.

Do the rebels then sponsor terrorism ? Do we then have to deal with them as terrorists ?

I'll note that the State Department does not consider Afghanistan a sponsor of terrorism in their latest report on the matter. Also that there is the suggestion that this is a deal between Iraq and Bin Laden, or his followers.

Obviously all rhetorical questions, just for thought purposes. There is way too much we do not know at this time.
