Who is responsible for this is still being investigated. Who is responsible for the embassy bombings and the USS Cole incident is no longer being investigated. Conclusive evidence pointed to Bin Laden. If the new US and World policy is that terrorism is a cancer that must really truly be eradicated, then it makes no sense to apply that policy prospectively but not retroactively. It will become open season on all who have terrorized and killed civilians in this manner, and those who have in the past or continue to harbor them, and those who have or continue to finance them. Call it the first Human Rights Doctrine of the 21st Century.
