Well, the suggestion should be in the President's and Secretary of State's emailboxes by now. I don't if anyone reads them. Maybe. Maybe not. Do you have a better idea? Doing nothing is not acceptable. Diplomacy? How much talking has already been done? And if they don't understand what they did is wrong from the start, how do you convince them? Anything else WILL cost more lives. A modest proposal like this only costs more lives if they break their side of the deal. In response, they would try to get nukes of their own. Of course, they're trying to do that anyway. And they need a lot of them PLUS delivery systems to match us. Pulling a leaky freighter into NY harbor will only get Mecca plus other cities nuked.
