Definetly more than 2. Proffer on why the Pentagon or White House. Pilots with no real experience. This was a first and only time bore sight on a target and the White would still look very small in the distance from an approach over Pentagon. From the angle the plane was coming what was between the Pentagon and the White House. Nothing tall, only the Washington Monument. A sharp turn from Southwest and directly Eastward into the Pentagon.
