I dont think you can characterize Bin Laden as being the one man responsible for the US terrorist attackand subsequent retaliation. Sure, his name and past involvements are obvious, but there remains a complete infrastructure in place to carry out his and Saddam's acts of terror. You kill or imprison Bin Laden and another snake rears his ugly head.
