Your talking about a loss of life of atleast 50 times more then the world trade center attack probably close to 200 times. The idea of this ISN'T an even exchange. Some terrorists groups might not believe us. Some small extremly radical group might think that we will do it but then that it will get all of Islam behind them so they might go ahead and make the attacks. Then tell then that if they will exterminate everyone involved themselves and prove to our satisfaction that they did, then they can escape the consequences.
