My point is not the "number of enemies of civilization around the world", but rather the nature of the enemy. If a country does something that causes it to be attacked and beaten in an armed conflict, the winner can dictate terms and conditions which can provide a significant measure of control to stem any re-occurance for some years to come, at least if it has the support of other nations. But, kill, capture, or otherwise defeat one terrorist and all you have done is to remove the threat from that individual, possibly creating a martyr in the process. Few terrorist acts require substantial bankrolls or other resources to be effective ... small enough, in fact, to be well within the means of individual wealth of like-minded individuals. To actually stop terrorism, you have to do something to either remove the reason for the passions fueling that terrorism. Failing that, one might achieve some success by succeeding in making the terrorist acts unpopular among the people whom the terrorist is trying to "benefit", but even then one is likely to find individuals willing to carry on.
