I found this post by Mad2 on Sun Tzu rather more precise,
and relevant to what more subtle aspects of necessary ongoing military options might be ...

(including the oxymoron "Intelligence " of course)

Message 16341584

The fringe element radical Jhiad mentality is secretly more pervasive, the fact that
many of these people have nothing left to lose coupled with
inherent powerful doctrine/myth in Islam of the Shari'ah states
are the true inheritors of the earth....and we the great
Satan to be ultimately destroyed ....
Message 16345854
( Neo describes one large portion of the base of the iceberg here exactly )

wrap this into the deepest hate and frustration and angers
makes this certainly a protracted war of psychology
and drawing these people into some uplifted economic
standard and freedoms ...some assurances of safety
and their own space and self rule , where eventually
some newer generations can grow up under some semblance
of sanity and democracy.

Unfortunately , when a theocracy teaches of a
divine supremacy , and the battle for the stewardship
is one of "land" and territory , preempts the
opening up any wider fields and removing the fences
that stand in the way of any free , meaningful dialog
or communication...

You are dealing with blind radical racial hatred of the
severest kind here ...backed by religion, living out
a great mythological battle between good and evil ,
and the goal is to slay the evil giants
and unbelievers...as the prophet spoke .

All you have in reality is a constant festering wound...so
a certain amount of surgery will be unavoidable .

Religious fundamentalism (any) , that teaches a superiority
and divine right , and sanctions & praises certain
amounts of holy violence towards unbelievers is
what must be changed ....also introduction
of democracy will be a giant leap forward.

We need to wipe out the groups like Bin-Laden and Hizbullah while systematically supporting friendly Arab and Islamic governments and getting the masses of the Arab and Muslim people onto the side of the West. It is a very difficult ask and may be impossible. Of course threats against Mecca won't help, if only just because escalation doesn't help anyone.

One little point on your post is that Massood could be dead - there was an attempt to asassinate him right before the attack on the US with two suicide bombers. The recognized president of Afghanistan (Rabbani - only Pakistan recognizes the Taliban) already appointed a new general in his place.

SR,

I must agree with you about Mecca. We must maintain the moral high ground with the terrorists although we can not let that hamstring our right and need to root out and destroy the terrorists themselves. Just as good cells are destroyed when the body is undergoing chemoterapy while battling cancer, we can not be afraid that some innocent people may be hurt as we battle this scourge. Nevertheless, our target must be identified with reasonable certainty and we must never intentionally target innocent civilians or other non-combatants.

But I must disagree about your blanket absolution of the Saudis. They have frustrated US efforts to bring the Khobar Tower bombers to justice as well as a second bombing which was directed at US personnel. I do beleive the US may be making a mistake in continuing to support the repressive rule of the Fahd family in Saudi Arabia. Last thing we need is another Iran situation and I feel that's they way that story is heading. It is a mixed bag. They turned out to be a reliable ally (and performed in a military sense much better than we expected) during the Gulf War but their own interests were clearly at stake. I'm not sure what the right course of action is but we ought to be nudging the government to a more open and free type of society.
