This may be the route Bush takes. We wait to see. Will the first shot be so beyond our comprehension that everyone will be silent? I believe that FDR probably indoctrinated Truman to fully understand that the US public attitude is to do whatever it takes with as little loss of US lives as possible and it was this that Truman knew when we were last awestruck by the horror and destruction of those A bombs. He did this against the advice of senior staff who thought it necessary to invade Japan and thought they would have to anyway after the bombing. He made concessions, sure, but he also knew that nothing but unconditional surrender would be accepted.
