Your summary sounds technically correct to me. Under current conditions, the choice is to spend the money as the government chooses as opposed to returning the money and allowing consumers to make their own choices in both spending and saving. From a purely economic point of view, the consumer choice would be preferable, but it is entirely possible that the hard political expenditure choices are required to protect the economy in the long term. Whether those expenditures will be made effectively, however, is an open question.
