ex, I ignored him, politely asked him to leave twice. But he continued to litter this thread with his garbage which at some point is no longer tolerable.

At this time we have:

6 vote Yes (ban him)

Normally, I would agree with you. If the entire world were members of SI and had access to all the functions, such as 'ignore', I would say OK...right, but it isn't so.
With everyone going to private sites, there a limited number of threads that are worth considering. This is one...with no reservation on my part. I don't always agree and I will state my reservations, rarely, but I do feel free to do so and do so respectfully to Tom and all concerned.
