I could be wrong. The article I read today said $400M (US). However, the total dollar amount is not the issue.

You sort of nailed the issue right on the head. Someone, somewhere has to be shielding the wealth and managing the wealth. If not the Swiss, then somewhere in the Caribbean or the Isle of Man or some Middle Eastern country. Weapons and other items are quite expensive. My thoughts are that if Forbes can identify and track the wealthiest people in the world, even when they don't want to be tracked, why is it so difficult to track this guy's fortune? Let's even assume that he's broken it down from one massive fortune to lots of little fortunes. Even then, it should be relatively easy to id, and track the money flow from his accounts to say weapons' purchases or whatever.
