Of course you have hit on a problem. But if we are aggressively and continuously bombing them, they will have no infrastructure or cities and will always be on the run. It would be a lot more difficult to conduct operations such as the WTC if they are constantly running for their lives. My understanding is that we know and have known where the training camps are. Certainly if we bombed these as soon as they were established we could seriously disrupt their operations.

My last comment is that we often seriously underestimate the ability of Americans to come up with innovative effective solutions. Witness WWII and the response to the German Wolf Pack tecniques in the Atlantic. There were many who thought we would lose the war for lack of our ability to conduct shipping operations across the Atlantic.

I believe our problem to date is that we have lacked the will to deal with the problem. If we decide we are serious about eliminating terrorism, we will find a way. The real question is will the country endure a war that will last years and cost American lives, if we want to wipe this thing out. I believe we have no real alternative. It looks like we have lost as many people in these attacks as we did in a year of war in Vietnam. If we don't stop it, they will continue the attacks indefinitely and many more lives could be lost. Suppose this had been a nuclear bomb or relaese of some germ. As bad as this was, it is really just the beginning.

We have absolutely no alternative but to wipe out the terrorists and those who support them. It is sad, but that is the situation.
