Every person in this country should hope there's never been a moment of consideration for a nuclear strike.

I would not totally rule out a nuke strike. Think about it. A strike in the desert, located where there would not be a lot of collateral damage, might just be the vehicle to move the world to action to rid us of these terrorist factions.
