It is my limited understanding the todays nuclear devices are much more location specific and that the foot print they leave is much smaller. I don't know if that is true but, it would save many many lives if so.

This has been debated for many years with no definitive answer. I'm am quite confident you have no more a lock on this opinion than anyone else.

Today, there will only be "similar circumstances" if someone is able to manufacture one.
