The media is a strong element. Human nature is to over-react to any danger. The media continuously shows the tragedy, reports the most insignificant events with a breathless seriousness. People spread rumors that get blown out of proportion with each telling. The government over-reacts, uses inflammatory language. People start seeing threats in everyday events. Imaginations go wild with unrealistic speculations. All these and more feed on each other until it's very difficult for anyone to achieve perspective.

The hysteria will eventually give way to depression, when none of the perceived threats materialize. Sort of an adrenalin withdrawal.
