I think historians disagree whether any of the Pashas formally declared war. But it doesn't matter, we refused to continue to pay tribute, so they declared open season on our ships.

I like the comparison because our war was with the pirates, who operated from the four Barbary states. We didn't need to declare war on Algiers , Tunisia, Morocco, or Tripoli. Letters of marque and reprisal were good enough.
