Mark Twain once had an observation that comes to mind here.

He said: "I hear they have a law against adultery too... but I don't see where it has moderated it any."

Well, I don't think this $124 million has moderated the Taliban "school spirit" any yet....

By the way, there was fairly wide-spread debate during the time the appropriation of this money was being considered. Many, many people, across the political spectrum, thought that giving funds to the Taliban was foolish in the extreme.
