Well now, the KLA wasn't exactly "embraced by the Clinton administration" - as you put it - if as you also say a little later on "State Department officials labeled the KLA a terrorist organization". I also recall several ship loads of arms financed by Islamic militants, and shipped under false papers, which were intended for Kosovo fighters and were captured by the allies before they could be delivered. Also much pressure to force Kosovo to expel certain groups... an "ongoing process" as they say. And yeah, Albania is the current reigning "bad boy of Europe" as far as smuggling goes... no big surprise there. Do you think being abusively ruled for decades by a Xenophobic and truly strange communist ruler might have had something to do with it? How about truly bad blood going past WWII, and all the way back to the Turkish invasions, and before? How about much settlement in the region by displaced Turkish retainers when the Huns forced them out of their homes to the east, and later destructive tax farming by the Greeks? How about just being dirt-poor farmers in an inhospitable land with no effective government, and great lawlessness?
