I cannot answer that and expect to be 100% correct, nor can anyone else on this board. Being an armchair general or a monday morning quarterback is easy, and under certain circumstances a lot of fun. However there are a lot of people that are charged with knowing the answers that have the experience and skills that WILL arrive at those answers. I do not think that it is going to be a point A point b, connect a straight line situation. I do however, believe that those two dots WILL be connected. They will connect those dots because if they don't IMO it's all downhill from here for the entire world. Terrorists and criminals are never satisfied, they are black holes. The more they get, the more they want. Sure I can give a simplistic answer, just laser beam the entire region, sterilizing it, from the starship enterprize, but then everyone would get "all excited", and start repasting it all over the internet, with the adjoining ha ha's, but I know better than to do that, and also know that it's not going to be a simplistic answer that is the solution.
