The Senate, meanwhile, voted unanimously to provide $40 billion for anti-terrorism and cleanup efforts. It also voted, 98 to 0, to authorize the president to use "necessary and appropriate force" in retaliating against the terrorist strikes.

According to the Senate web site, Craig and Helms didn't vote on one, I suppose the one characterized as "unanimous", which suggests that they had to be absent. On the force authorization bill, in addition to those two, Jeffords and Voinovich are listed as not voting. I cannot imagine Voinovich deliberately abstaining, so I assume they were called away, but I have no definite information......
