I don't think tactical nuclear weapons against exclusively military targets can be ruled out at this point.

We don't need to use Nukes , we have had a cousin to the Nuke called a Neutron bomb
for years , it has almost no fall out and does very little collateral damage.
We have never used it yet , but I'm sure it's preferable before using Nukes.
It cooks em with neutrinos and it can cook right through caves , tanks,
and even bunkers that would stand up to a Nuke blast.
