I have always felt that our stopping short and doing just exactly what we said we were going to do, was extremely impressive to the Soviet Union and made it clear that the USA had no imperialistic ambitions--that we really were interested in creating a better world order.

You are right, that it was not a permanent or even satisfactory solution to the problem of Iraq, but I think the restraint removed some of the fear that had helped keep the Soviet Union glued together.

In any case, it sure came unglued.
