I want to get back to my original point, one made before Bush's 1st speech. I don't think we can catch Bin Laden or we would have already done so. However, the Taliban leaders can. Terrorism cannot exist without specific support from the country it eminates from. I also agree with the post about the Afghans already being victims.

Therefore, specifically let the Taliban (and all other visible national leaders who harbor terrorism)know that their personal asses are in jeopardy. To repeat, this was done with Khadafi by Reagan and it worked; Libyan terrorism ended when Khadafi's palaces were bombed. In some respects it also worked with Milosovic. The prime responsibility for controlling terrorism should be within the country they operate from. Without aversive contingencies, why should they stop terrorism?
When his fellow club member's factories were bombed by Clinton, they turned on him. Thanks for the post that reminded us that we got involved to avoid ethnic cleansing by Serbians of Moslems. I doubt that Bin Laden remembers this.
