I tend to agree with you in general but I am not sure about computers though.

??? I think free market economies have developed far more advanced comptuers then any planned economy ever has.

Take a look at rocket propulsion system, US never caught up with Russia.

I don't think I agree with this either but here atleast its arguably possible.

US is usually much stronger at applied fields while Russia is (or rather used to be) very strong at abstract and theoretical research. (Propulsion was for weapons and space research rather than day to day applications) Cybernetic designs were more of an abstract concept at the time as well.

The US was much stronger in applied fields then the USSR but it was more often then not stronger in many theroretical fields as well. Also by the time the cybernetics got really useful it would be an applied field. In addition the US had better computer technology in general which would help with cybernetics if it had become (or if it does become) an important field.
