That is a matter of personal opinion. And many of the victims do not believe it to be so.

To begin with, in order for something to be "water under the bridge", there needs to be an acknowledgement of responsibility. While many educated Americans are aware of what you call "misguided" policies and abhor the suffering it has caused, there has never been an acknowledgment of that responsibility by the US government.

Secondly, before I can tell you I am sorry I nearly choked you to death, I should loosen my grip. Otherwise the statement is meaningless.

Third there should be some kind of compensation. This does not necessarily mean huge sums of payment. But seeing into it that the governments we support are transformed into true democracies and creating a few education and health foundations here and there will go a long way towards reversing the anger that is directed towards the US.

The combination of the above and the destruction of extremist groups like the Taliban *and* being mindful of others' feelings (without necessarily conceding our rights), will go a long way towards making these "water under the bridge" in the next generation.

But until then, I have to disagree.
