Yes it would. However, I find even less reason to interfere with insider selling than short selling. At this point in history, I believe old fashioned "bear raids" just might be the thing for the stock of any company which directly or indirectly supports terrorism or its allies.

I believe the government of the U.S. should put everyone in their reach on notice that they have a very short time to divest questionable positions and that the Trading With The Enemy Act will be enforced starting now.

It's my understanding that there are investigations of futures trading immediately prior to the attack to determine if anyone ( bin Laden, for example ) might have used prior knowledge of the attacks to profit.

This is war in the defense of civilization, it is total war, and it must be fought on all fronts.
