You could drop all the 'artsy-fartsy dollars' into it and it wouldn't even be a blip on the radar screen. What kinds of death are you including? The ones from dirty needles and uncontrolled dosages (and therefore, accidental ones) associated with the illegality? Did you know that when England managed the drug use as a public health problem that the morbidity and mortality of HEROINE dropped? Then they went back to the punitive mode. Heroine addicts started to die again. Surprise, surprise.
