Very interesting this Times-article.

"They look low" - so far I remember, these numbers were estimated based on 15 billions damage.

Because the majority of risk lays outside US it's not probable that US-courts allow any limitation of liabilities.

If Mr. Bush had intended to preserve nominal parts of these 40 billion for reconstruction and support to victims he would have asked for separate more or less defined etats. It's usual (overall in our modern "human" societies) that "help" is just a word for TV-cameras, forgotten before the last echo has disappeared. I wonder how great parts of US-public seems to trust this president after all his family probably/possibly is responsible of. In every case: As we all can learn everyday nobody cares about nothing but the war. Reason is forbidden as anti-American: again we're facing a stupid war that nobody will take profits from (if one doesn't call a re-election "profit").

"I would prefer the word taxpayer to Government" Yeah, this is where the money comes from. But I fear, in a world of crashing markets, bancruptcies and inflation a good part of costs will be paid by investors and by people holding assets in affected currencies - the money-printers are running yet, not alone in Europe.

Given the immense amounts of foreign money invested in US I don't exclude hard limitations of capital-transfer too. It's "good costume" of maniac warriors to steal what they like to have.
