That is not the question here, V.

The point is that most civilised states expressly pledged to support measures taken by the U.S (either by granting military support, territorial rights, information or at least not hindering preparations...), most prominently states within the North Atlantic pact, but also Russia and China while at the same time none of those countries started their own fighting, regardless whether believe to "support" the matter of the U.S. or not.

The United States have been attacked and therefore must have the ultimate decision about counter measures and not a third country with little to no involvement. What do you think happened if every little community started their own battle with neighbours on the basis that they "could" have something to do with the attacks?
