Agreed, however at this point it will be a far more difficult task. One that it needs to be pursued tactfully and through the people of Pakistan participating in government and economy. If they become "owners" they become "at risk" and so committed to pursue a better life to continue building. NOT a mere tribe of peasants that are easy prey for maniac religious zealot-terrorists, as it currently is in most of these backwards countries. Must go now.
