If the operation gets too bloody or to violent, the sponsor won't risk being associated with it, much like television advertisers pull their adds, when the program is too offensive. Is there an unofficial limit on how many you can kill during a terrorist act?<<<< I doubt if there is an unofficial limit, as much as there should be a reason for the violence. There must be a reason to justify the violence; other wise they become mindless butchers without a reason to justify the expense. The states aren't sponsoring mindless butchery, they are sponsoring using violence to achieve an end. <<< Did they not think of the consequences of supporting terrorists all these years? I don't quite follow the logic of those governments. <<<< Sure, but if the ends justified the means, they could justify sponsoring the terrorists. How could the end justify the means in this case?
