Because, in order to keep their support form their sponsors, they have to work within guidelines. If the operation gets too bloody or to violent, the sponsor won't risk being associated with it, much like television advertisers pull their adds, when the program is too offensive.

I doubt if there is an unofficial limit, as much as there should be a reason for the violence. There must be a reason to justify the violence; other wise they become mindless butchers without a reason to justify the expense. The states aren't sponsoring mindless butchery, they are sponsoring using violence to achieve an end.

Sure, but if the ends justified the means, they could justify sponsoring the terrorists. How could the end justify the means in this case?
