Fred,

As others have commented on, I believe it is the
terrorist game plan to trigger reactions on the part of
the West that:

-- will kill huge numbers of innocent and poor people
-- will trigger a great sense of outrage
-- will convert many more to "the cause"

I think the real trick is to achieve the goal of wiping
out the terrorists without doing that.
