I think that if one were in a class- ridden society, that idea of equality would make sense. If a hierarchy is not imposable, than how can there be rulers and ruled? Only by consent in the social arrangements that produce government. In that contractual arrangement, all competent adults have equal standing.

For Hobbes, it is a simple matter of logic. Since no one who understood what they were doing could do it, to attempt to do it implies incompetency, and therefore the contract is null and void. From a practical viewpoint, of course, anyone can act like an idiot, but rational men will not honor the contract.
