Question on war bonds. Is the payout dependent on the outcome of the (not yet commenced) war? And how?

Fred, IMO, Congress and the Administration should dip into Social Security surplus to finance the war. In bad times and war times, there's nothing wrong with using the surplus. It's the right thing to do and I think the American people will support it.
