"If Europe wishes to continue to engage in terrorism, why wouldn't it deny each and every terrorist attack as their responsibility. Why, they might even denounce them! What could be more clever and confusing? Reprisals only interrupt the terrorist program."

EU mourns US victims, rethinks its own security

BRUSSELS, Sept 14 (AFP)
- As Europe observed a day of mourning Friday for America's dead, the European Union turned its attention to its own vulnerability to kamikaze air attacks.

Schools, businesses and government offices fell silent throughout the the 15-nation bloc for three minutes at noon (1000 GMT) in a show of solidarity with America declared by the leaders of the European Union, Commission and Parliament.

"The horrific terrorist attacks on the United States have shocked our citizens," said a joint declaration by Belgian Prime Minister Guy Verhofstadt, whose country presides the union.
