I'm somewhat concerned myself that the plan, like most plans since WW II, will come up a day late and a dollar short, and the mess left behind will have to be dealt with, by someone else, again. We are in agreement that generals generally fight the last war, and get it wrong in the present. Your idea of taking out the terrorist leadership has great merit. Without charismatic leadership, all movements fail. However, I'm in favor of complete eradication. An interesting note from the past, the original Thugs were a sect of Hindis operating in India from the 13th to the early 19th Century. Numbering about 1,000 individuals at the height of their power, they felt that they had a God-given right to rob and murder anyone for the sake of their own incomes.
