It's a very good possibility that he can't help his people because he is incapable of doing anything else. It's "easier" to destroy, to be a criminal, it's hard to build and to create, and to have an every day job and to raise a family, and just do regular things. He may not be as smart as a lot of people are giving him credit for, he may just be cunning, and devious.
