A "war" on terrorism is not really a war (imo), you are using the metaphor of war, but like the "war" on drugs- what it really is is a tactical plan. A true war has an enemy country identified, you have a declared enemy in a physical location. A comprehensive plan is not equivalent to a war, imo- and to say it is seems to lead to fuzzy thinking. But maybe that is necessary. I don't like the terminology for the war on drugs, and I don't like the terminology for this "war". But that's an opinion. I can certainly understand the emotional appeal of using the words, I'm just not sure I would use them that way.
