If you don't adopt a permanent war footing against terrorism, it will slowly eat you alive. A measured and considered response is doomed to failure.

What you ask for is impossible.

With all due respect, that's what everybody said about piracy in the early 19th century, too. This isn't punishment of a criminal action; this is war. War means the use of disproportionate force. That's what it took during the Barbary Wars against the pirates in the 1800's. Look it up. Look up is the sheer number of U.S. military deployments in the history of this nation that involved actions against pirates in the first half of the 19th century. Focus on the period between 1800 and 1850, and you'll be amazed.
