The problem doesn't go completely away without money, but it becomes a lot less intense. No flight school without money. No money to buy up airline tickets. People could still be suicide bombers, but they'd have difficulty doing really big stuff without money. Perhaps money really is the root of all evil.

I have said we need troops on the ground, to be both discriminating and effective. No, I do not want to kill maids, supposing he has any (he makes it a point of pride to live like a soldier). On the other hand, I consider it acceptable collateral damage........
