We have nuclear shells. We have never used nuclear shells in battle, they probably have never been tested in live fire even. NATO strategy used to be based on using tactical nuclear weapons to counter overwhelming Soviet force. Forgive me, but I can't see the few thousand fanatics in Afghanistan as constituting overwhelming force. The US military is at this point probably the most powerful the world has seen, both in absolute and relative terms. seen. I don't think it needs tactical nukes to do the job here, and I don't think talking about escalation to the nuclear level is helpful.
