Fundamentally, this is about acceptable grievance procedures. There are always grievances, injustices, and wrongs. Every nation on the planet sits on land that was taken from someone else, often violently, in either the recent or distant past. So the question of 'rightful claims' is not the issue. The only issue is how are 'conflicting claims' to be resolved? For this humans have attempted to construct legal frameworks as well as so-called 'rules of war'. Some violence unfortunately seems inevitable at the current stage of human evolution, but the mass murder of thousands of civilians is crossing a line which no major power can tolerate. If the U.S., Russia, and China reach agreement that this must stop then it will be stopped.
