no Part of looking less than competent could be an immediate air strike. I you really want to lull someone into a false sense of confidence you kill a bunch of people, say you got who you were after, and then go after the real villains who think they are safe. Police use that tactic, occasionally (broadcasting that they have caught someone, or suspect someone in custody, when the person they really want is still loose).. And that is only ONE way- I can think of hundreds of scenarios.
