Do we actually know who these key people are? Is there any evidence that we do? Because the fewer that are whacked , the more important that becomes. There would be survivors, but it would be very difficult for them to organize effectively if the key link people were gone. They would also be rather preoccupied with running. They would only be running for a while. Then they would put themselves back into business. So you all or almost all (95%+) of the key people would have to be killed. You've got an interesting idea. Have you floated it past the CIA? Bush? Rumsfield? Powell? Or is it "I can neither confirm nor deny"? :-)
