I have the impression that finding these people is part of the plan. While assassination may not yet be, that may be added.

But you seem willing to spin some rather hypothetical yarns rather than bite the bullet of military action. If we cannot get essentially all the leaders and then get their successors, some other element is needed. And military action to dissuade nations such as Afghanistan from providing safe harbor may well be it.

Are innocent civilians going to be killed? Yes? Were innocent civilians killed in WWII by the allies? Yes. Were they killed in the crusades or Caesar's campaign? Yes. That is part of war. Only the dead have seen the end of war.
