So we agree that they have used terrorism as an instrument of state policy. Certainly many Israelis, and many non-Israelis, believe that this was and is necessary for the survival of the state. Others believe otherwise. We will not resolve that question here, nor will we resolve the question of whether terrorism becomes acceptable when it is perceived as necessary for survival. So let's not argue over it. I can think of much more pleasant things we could do.
