I suspect that things will become quite complicated, and that the cowboy approach will prove to be less than effective. Conspiracy theories abound on the net. Retaliation from ground troops to nuclear warheads to deal with an unseen enemy who crept into camp when all the lights were on. The security systems failed top to bottom and James Bond never showed up to save the day. What terrorist will be satisfied with blowing up bus stops in Tel Aviv when they can fly business class into their nearest target. Things are quite complicated already and there may be no practical solution.
