Chomsky also believed that the recent decision of the United States to negotiate with the PLO was based on a false claim, which was left unscrutinized by the media, that the PLO had changed its policy and accepted American conditions for negotiation of a peaceful settlement. In actuality, he claimed, the United States merely reinterpreted an unchanged PLO policy.

The possibility of a two-state solution to the Palestinian problem is unlikely, according to Chomsky. If the West Bank and Gaza Strip were removed from Israeli control, then the new Palestinian regions would eventually degenerate into dependent colonies overshadowed by Israel and Jordan, the two regional powers.

Another reason why a two-state solution is unlikely is that Israel obtains a third of its water from the West Bank, Chomsky said. According to Chomsky, Israel would be unwilling to give up the West Bank unless provisions were made for the West Bank to supply Israel with water. The situation would become even more complicated because the Gaza Strip has no water, and Israel would be able to control its water supply. Thus, Chomsky explained, the West Bank might be forced into supplying Israel with water so that the Gaza Strip could also receive water. Under such a situation, the West Bank and Gaza Strip would again become dependent upon Israel.

Chomsky also criticized the leadership of the PLO, which, he claims, has been both responsible for "immoral" acts of terrorism and hurting the image of Palestinians and their cause

In truth, as reported in The New York Times (January 14, 2001) profile of Bin Laden, "One Man and a Global Web of Violence," the global jihad is "against the corrupt secular governments of the Muslim Middle East and the Western powers that supported them."

b) Israel has been saying for months that no other country would tolerate such horrifying levels of domestic terrorism. But international voices decried Israel's policies of pre-emptive defense. Now that the rest of the world better understands the problem, it will hopefully stop condemning Israel for the measures it has taken to protect its citizens from Palestinian terror.

c) According to a CBS poll, two-thirds of Americans think the U.S. should retaliate even if innocent people are killed. Contrast this to world reaction when Israel surgically eliminates Palestinian terrorists, and an innocent bystander is occasionally killed as well. Why is Israel subject to a double-standard?

d) The strategic bond between Israel and the U.S. will now be stronger than ever, as they are joined in fighting the common enemy of Islamic terrorist fanaticism.

e) Upon hearing the news of the American carnage, Palestinians rejoiced, danced and handed out candies. This information has been largely suppressed in the media, due in part to the PA's intimidation of journalists. (see details in section below)

However, Said did not spare the Palestinian Authority from his ire, charging it as interested solely in retaining its own power. “It is only interested in maintaining its hold on the Bantustans of the West Bank and Gaza,” he said.

Said charged that one million Palestinians depend economically on the Authority, including between 140,000 and 150,000 employees and their families. This makes local challenges to its control difficult. Therefore, he predicted, “A new leadership will almost certainly emerge from the Palestinian diaspora, which regards the Palestinian Authority as illegitimate.”

Said also deplored what he called “the scandalously poor treatment of the refugees” by other Arab countries.
