Only IFR aircraft with a flight plan can fly right now. That means you have a declared destination with a flight plan and a transponder code.

These pilots -operating under Part 91 of the Federal Aviation Regulations - must be instrument-rated, must file IFR flight plans, and must receive a clearance before departure. Please note that flights under visual flight rules (VFR) have not been authorized.
